Investors bid for only 0.61x of a ₦500 billion bond, and the government's borrowing bill rises At the Oct 19 auction, the Debt Management Office (DMO) offered ₦500 billion of its 19% February 2034 bond and drew only ₦304.08 billion of bids, a cover of 0.61x. The 2036 bond cleared at 17.29%, up 50 basis points from September, and the 2038 bond at 17.19%, up 34 basis points, per the DMO results and ThisDay. Why it matters: this is the first push-back since the Central Bank of Nigeria (CBN) cut its Monetary Policy Rate (MPR) by 350 basis points to 23% on Sep 22. With September inflation at 14.63%, a 17.29% stop rate gives lenders about 2.7 points of real return, and they want more as supply rises. ThisDay reports a ₦5.75 trillion fourth-quarter programme, with ₦2 trillion offered in each of November and December. Fitch, which moved Nigeria's outlook to Positive on Oct 9, already puts interest at an average 27% of revenue over 2026-28, against a 14% median for B-rated peers. Who gains: banks and pension funds locking in 17% for a decade. Who loses: the Treasury and borrowers hoping for cheaper credit. For a foreign holder, the naira traded at ₦1,333.64 officially on Oct 21 against about ₦1,380 in the parallel market (Techeconomy, indicative), a gap of about 3.5% that sits on top of the coupon. Withholding on coupons under the new tax acts could not be confirmed this run. One of three bonds drew fewer bids than the amount offered | Feb 2034 bond | | | Sep 2036 bond | | | Jun 2038 bond | |

The Dangote IPO closes Oct 27, and the market it lands in is being rebuilt around it The Dangote refinery's initial public offering (IPO) of 4.1 billion shares at ₦525 each, worth about ₦2.15 trillion, now closes on Oct 27 after the Securities and Exchange Commission (SEC) approved a two-week extension from Oct 13, per Nairametrics. Reuters puts it at about $1.6 billion, or up to $2.1 billion with the overallotment. Collation is set for Nov 3 and an SEC no-objection on the allotment is expected Nov 17. Aliko Dangote told Semafor demand was three or four times the target. No official subscription figure has been published. Two signals sit around it. On Oct 19, Vice President Kashim Shettima launched a 10-year capital market master plan that targets ₦750 trillion of market value by 2036. Finance Minister Taiwo Oyedele proposed lifting listed companies from 146 to 250 and retail investors from six million to 20 million. SEC Director General Emomotimi Agama promised that every commitment "will have an owner, a timeline and a scorecard". The tax incentives in the plan are only proposed. And JPMorgan has deposited ₦50 billion, about $38 million, with the CBN toward a merchant banking licence it expects by end-2026 or early 2027, ThisDay reported citing Bloomberg. JPMorgan declined to comment. Why it matters: the Nigerian Exchange (NGX) All-Share index is up 61.84% in a year, and this offer decides whether that rally can absorb a deal this size. For foreign buyers, the offer "is not registered as a public offering outside Nigeria", Reuters noted, so access runs through local rules and a few approved online platforms. A global dollar-clearing bank on the ground would widen the payment pipe for exactly those investors. The refinery's own unaudited nine-month profit of $4.73 billion, reported by Innovation Village, is single-sourced, and its planned expansion to 1.4 million barrels a day, estimated at $14.3 billion, leans partly on long-term commercial credit lines not yet disclosed. ₦2.15tn Size of the Dangote refinery IPO at ₦525 a share, closing Oct 27 |

Includes reporting first carried in Hausa Tinubu tells a Hausa audience he has no regret on fuel as his campaign opens in Kaduna Speaking at a City Boy Movement event on Oct 19, President Bola Ahmed Tinubu said "Ba ni da wata nadama" ("I have no regret") about removing the petrol subsidy, attacked Atiku's pledge to restore it, and said more than one million students have used the student loan fund, Aminiya reported in Hausa. We found no English outlet carrying the remarks this week. His campaign formally opens at Kaduna Township Stadium on Oct 24 and ends in Lagos on Jan 9, with Tinubu rallying in person in 12 states, per Channels. The fuel line is now the election's main divide. NNPC extended its ₦66 a litre discount at its own stations to Oct 31 and said it "does not represent the reintroduction of petroleum subsidy". In Bangkok, IMF fiscal director Rodrigo Valdés warned that protecting people is not the same as protecting fuel prices, and Africa director Zeine Zeidane called broad relief "expensive and poorly targeted". BMI, part of the Fitch group, estimates a price cap could cost up to 0.4% of GDP by the second quarter of 2027, Semafor reported. That is about a ninth of the 3.6% deficit Fitch projects for 2026. SBM Intelligence found 67.4% of voters reject current petrol pricing. The government's answer came on Oct 22: the National Economic Council endorsed Oyedele's 90-day cost-of-living plan, which targets single-digit inflation and interest rates by 2027 but has published no measures yet. Watch Oct 31. If the NNPC discount rolls over, as SBM's Ikemesit Effiong expects, the line between a discount and a subsidy will be decided by the campaign, not the accountants. | | 05 | Security · Middle Belt and north |
Includes reporting first carried in Hausa Benue's 113 dead reach the Senate as the campaign moves into the states it cannot secure On Oct 22 the Senate adopted a motion by Senator Emmanuel Memga Udende listing 113 people killed in four attacks across Ukum, Katsina-Ala and Logo in Benue, including six Mobile Police officers, and urged Inspector-General Tunji Disu to investigate. The toll is the sponsor's figure. In Zamfara, residents of Birnin Tudu in Gummi say they killed "more than 30" bandits in a three-day fight, with three villagers dead. Police confirmed the clash but not the toll, per Daily Trust. In Sokoto, gunmen on the Gundumi-Isa road killed a newly hired teacher, a driver and a five-year-old child on Oct 21, Aminiya reported in Hausa from eyewitnesses. We saw no English carriage. In the north-east, the military says seven air strikes between Oct 10 and 18 killed 103 ISWAP fighters in Borno and Adamawa, a claim we could not verify independently. Why it matters: Benue is one of the country's food baskets, and food inflation is still 19.59%, five points above the headline rate. Tinubu's own rally list includes Plateau, Borno, Sokoto and Adamawa. In an Oct 21 survey, Yiaga Africa found 61% of young people fear electoral violence could keep them from voting. For operators in agriculture and logistics across the Middle Belt and the north-west, the cost of moving goods and people is set by these roads, not by the policy rate. |
